Preheat the oven to 300°F (150°C). Line a baking sheet with parchment paper.
In a bowl, whisk egg whites and water until frothy.
Add the almonds to the egg white mixture and toss to coat.
In a separate bowl, mix powdered sugar, ground cloves, ground cinnamon, and salt. Coat the almonds in the sugar-spice mixture and spread them on the baking sheet.
Bake for 25–30 minutes, stirring occasionally, until the almonds are golden and fragrant.
